Programme Evaluation Evaluating the impact of the Bristol URBAN Programme is a crucial element of the programme. Programme evaluation will highlight the strengths and weaknesses of the programme and verify whether the objectives of the programme have been achieved. The evaluation will provide invaluable information as to whether the innovative 'URBAN' approach to regeneration has been successful and identify the key lessons to be learnt. The lessons to be learnt from the implementation of the Bristol URBAN Programme are to be widely disseminated to inform the effective design and delivery of future regeneration programmes, both in Bristol and across Europe. The experience of the delivery of the Bristol URBAN Programme is already being used to develop an effective 'Objective 2 Programme' (2000-2006) for the South West of England, and has contributed towards the development of an 'URBAN 2' (2000-2006) proposal in Bristol. The evaluation of the Bristol URBAN Programme is an ongoing process and there is more work to be done. The Bristol URBAN Programme and its partners, together with other UK 'URBANs' and the DETR have participated in a major 'Interim Evaluation of the UK URBAN Community Initiative', carried out by independent consultants EKOS Ltd.
Following on from the 'Interim Evaluation of the UK URBAN Initiative', a 'Best Practice Handbook' has been developed, identifying key elements of best practice to be incorporated into community led (and other) regeneration programmes. The Bristol URBAN Programme has been identified as delivering 'best practice' in the following four areas: Capacity Building; Community Involvement; Up-front funding from the Accountable Body (Bristol City Council); and the Application Process for local groups.
